Minutes of Strategic Action Committee Meeting –
Tuesday, October 13, 2015

A meeting of the Strategic Action Committee of the Cable Advisory Council was held on Tuesday, October 13, 2015 at the Newtown Municipal Center, Newtown, Connecticut.
Chairman Gregory Davis called the meeting to order at 7:02pm.
ATTENDEES: Chairman Gregory Davis (Roxbury), Carmella Amodeo (Newtown), Secretary Kevin Burns (Newtown), Treasurer George Linkletter (Sherman), Stephanie O’Rourke (Kent), Charles Rubano (New Milford)
Members introduced themselves.
The purpose of the Strategic Action Committee is to guide the chairman and to determine roles and responsibilities of the Advisory Council and how to better serve subscribers.
Chairman Gregory Davis gave a presentation of the digital document packet. Spoke of news items in the industry.
PUBLIC INPUT- None
There was a brief discussion of the CAC budget and it was noted that it hasn’t increased since 1972.
SAC Mission Pool Updates- The committee briefly reviewed the Mission Pool for the Cable Advisory Council and noted that many high priority items have been accomplished.
Basic Service Tier Promotion- There was a discussion regarding the possibility of expanding the promotion of basic cable to basic internet service.
Community Access Programming- There was a discussion of the Institution of Community Access and the security of its future. There was a discussion of the difference between Community Access and You-Tube. It was agreed that the proposed legislative language introduced in the 2015 session would be the place to start for the 2016 legislative initiative. There was a discussion of collecting subscriber fees from ALL subscribers. It was decided to discuss this further at the next Cable Advisory Council meeting in November.
34th Annual Connecticut Lobbying Conference: Friday, November 6, 2015 8:30am to 3:40pm- The Lyceum, 227 Lawrence Street, Hartford, CT
Chairman Gregory Davis spoke of the Connecticut Lobbying Conference to be held on November 6th. Chairman Davis noted that he attended this conference last year and found it very helpful. There was a discussion of sending Cable Advisory Council members to this conference.
MOTION: Charles Rubano made a motion to appropriate an expenditure not to exceed $850.00 to sponsor up to three seats for CAC members to attend the Connecticut Lobbying Conference on Friday, November 6th in Hartford. George Linkletter seconded the motion.
All in favor except George Linkletter who abstained.
There was a brief discussion of whether or not the decision to make this expenditure needs to be made by the Cable Advisory Council at large. Since there is a deadline for registration, it was decided to have Chairman Davis poll the CAC members via email. A special meeting of the CAC will be held if it is determined to be necessary.
Gregory Davis made a motion to adjourn the meeting at 8:53pm- All in favor
