Minutes of Public Regular Meeting –

Tuesday, November 10, 2015

Newtown, CT


There was a regular meeting of the Cable Advisory Council called to order at 7:04 p.m., Tuesday, November 10, 2015 by Chairman Gregory Davis at the Charter Communications facility, Newtown, Connecticut.


ATTENDEES: Chairman Gregory Davis (Roxbury), Gerry Belanger ( Newtown), Douglas Branson (Kent), Jon Bernon (Woodbury), Donna Cassidy (Trumbull), Carol Kearns (Harwinton), Jim Lang (Trumbull) George Linkletter (Sherman), Mike Muttitt, (Monroe), Stephanie O’Rourke (Kent), Bob Rosenberg (New Fairfield) and Harry Schuh (Harwinton)


Guest: Denise Drzal (Bridgeport)


From Charter: Greg Van Antwerp (Public Access), Heidi Vandenbrouck (Public Relations)


ROLL CALL: Members of the council introduced themselves and Chairman Gregory Davis reviewed the packets for tonight’s meeting.


PUBLIC INPUT- Denise Drzal from Bridgeport introduced herself and spoke of her background.


SERVICE PROVIDER REPORTS:

COUNCIL TREASURY REPORT

Treasurer George Linkletter presented the Treasurer’s. The net balance is $18,833.72. This includes $1,535.66 in checking and $17,298.06 in the money market account. There were no objections and thus the Treasurer’s report was accepted.


OLD BUSINESS

The minutes were read by Recording Secretary Suzanne Kloos. The council made minor corrections. There was no objection and the minutes were approved.


Reports from the delegates

(Roxbury)- Gregory Davis spoke of the Annual Report for Roxbury.

(Monroe)- Mike Muttitt noted that almost all of Monroe town meetings are now being recorded and put on You Tube.

(Woodbury)- Jon Bernon asked about WiFi for Charter internet subscribers.

(Trumbull)- Jim Lang noted that anyone interested in the schedule can go to Trumbullps.tv- Recorded programs can be viewed on demand. Donna Cassidy noted that Trumbull received grant money for producing and were able to start a video feeder program for Middle School students.

(Harwington)- Carol Kearns and Harry Schuh noted that a showed called “Hometown Holiday Celebration” is produced in Harwington. This will be the third consecutive year. This will be held on Saturday, December 5th.

(Kent) – Stephanie O’Rourke noted that the school in Kent has eliminated almost all of the cable boxes and communication is done through the internet.


COUNCIL CHAIRMAN REPORT

SVAC Report- Gregory Davis noted that he was unable to attend the SVAC meeting on October 28th and has not received an update regarding this meeting.


Cable Industry News Desk- Chairman Gregory Davis reviewed Cable news from October 7, 2015 to November 10, 2015.


NEW BUSINESS

Save our Community Access Providers

Chairman Gregory Davis spoke of a Legislative seminar that he attended on November 6th. He gave a brief history of what was done last year and spoke of strategies to get a bill out of committee.


Chairman Davis spoke of the existing law that must be clarified and reinforced.


Jim Lang made a motion to authorize Chairman Davis to send the following on behalf of the Cable Advisory Council:


Multichannel video programming distributors are required to collect community access support fees from their subscribers. The law should not authorize discrimination of fee collection based upon the mix of services provided to customers on the wire. It is still the same wire under the MVPD license. It is One license, One Wire, and One Customer subscriber account. Suspending line items from the subscriber fee collection requirements within the mix of the billable items must stop. A simple legislative clarification in the existing language of the law will close this loophole, and save the Institution of Community Access Television.


Donna Cassidy seconded the motion- All in favor except George Linkletter.


Community Access Channels in High Definition

Mike Muttitt made a motion to send the following correspondence to Tom Cohan at Charter with a copy to Thomas Shultes (CT PURA) and Merja Lehtinen (SVAC):


Please advise the Council as to when the Community Access Channels will be telecast in high definition over the cable system.


Carol Kearns seconded the motion- All in favor


OPEN FORUM- Jim Lang presented Chairman Gregory Davis with a cap courtesy of Frontier Communications.


ADJOURNMENT

Gregory Davis made a motion to adjourn the meeting at 8:55pm. Seconded.
