Minutes of Public Regular Meeting –

There was a regular meeting of the Cable Advisory Council called to order at 7:04 p.m., Tuesday, May 12, 2015 by Chairman Gregory Davis at the Charter Communications facility, Newtown, Connecticut.


ATTENDEES: Chairman Gregory Davis (Roxbury), Jon Bernon (Woodbury), Douglas Branson (Kent), Kevin Burns (Newtown), Carol Kearns (Harwinton), Jim Lang (Trumbull), Joe Mustich (Washington), Mike Muttitt (Monroe) Stephanie O’Rourke (Kent), Bob Rosenberg (New Fairfield), and Harry Schuh (Harwinton)

ROLL CALL: Members of the council introduced themselves and Chairman Gregory Davis reviewed the packets for tonight’s meeting.


PUBLIC INPUT: Council member Joe Mustich announced that Ken Cornet passed away on March 20th. A memorial concert was held and Chairman Gregory Davis took many pictures. A scholarship in Ken Cornet’s name was set up at Shepaug High School. Anyone interested in viewing the pictures can go to www.ggdavis.com


SERVICE PROVIDER REPORTS:

OLD BUSINESS

Minutes from March meeting- Jim Lang moved to approve the minutes of the March 10, 2015 meeting with the correction of taking Kevin Burns off the attendance list as he was not present. The motion passed unanimously with Mike Muttitt abstaining.


Basic Service Tier Promotion

Gregory Davis noted that Charter has improved their website and the channel content provided on the basic service tier is now easier to find.


Jim Lang moved that the Charter Advisory Council send a letter to Charter Communications thanking them for making the content easier to find on the website and asking them to put the price on the website for basic programming like the other packages. The motion passed unanimously.


Gregory Davis noted that the Cable Advisory Council has documentation on their website for members to use for communication with their towns and senior centers regarding wording for the Basic Service Tier cable programming option.


Channel Surfing Programming

Mike Muttitt moved that the Charter Advisor Council send a letter to Tom Cohan at Charter Communications stating that "The Cable Advisory Council recommends that programming custom channel sequence lists by the customers, with the cable box remote control be simplified." The motion passed unanimously.


CORRESPONDENCE- A letter was sent on May 7th from Chairman Gregory Davis to Mike Nelson at Northwestern Connecticut Community TV and Greg Van Antwerp at Community Vision 192 & Frontier Channel 99 asking for a statement on their vision for the future of community access programming including “Over the Top”.


Chairman Davis read the response that he received from Mike Nelson on May 11th. He will respond to Mr. Nelson on behalf of the council.


Greg Van Antwerp responded to this request for vision with the following statement: Future vision: To provide facilities and guidance to people who like to produce programming and to produce that channel.


There was a brief discussion of High Definition television.


Jim Lang moved to send a letter to Charter Communication asking them when they plan to begin transmitting the Community and Educational Access channels in high definition over the cable system. The motion passed unanimously.





COUNCIL CHAIRMAN REPORT


Chairman Davis spoke of Cable news from April and May 2015.

The SVAC meeting was cancelled.


LEGISLATIVE INITIATIVES

Gregory Davis spoke of three proposed bills: 6436, 6437 and 6438. These bills were initiated by the cable advisory council for the purpose of stabilizing the funding source for the designated community access providers. All three proposed bills basically died in the E&T committee.


There was a discussion of Committee Bill No. 5555- To restore funding for the public, educational and governmental programming and education technology investment account. The bill received a “Joint Favorable” recommendation from the E&T committee, but was never added to the house calendar.


Since these bills all made it to the public hearing stage, they have been logged in and are available to be amended to existing bills. There was a brief discussion of what to do with this legislation. Jim Lang volunteered to talk to his representatives and encouraged other council members to do the same.


NEW BUSINESS

Council Officer Nominations- Officer Elections will be held at the July meeting.


Gregory Davis nominated the existing slate for another term: This includes:

Gregory Davis- Chairman

Mike Muttitt- Vice Chairman

Kevin Burns- Secretary

Paul Katzmark- Treasurer


Joe Mustich nominated George Linkletter for Treasurer.


OPEN FORUM

Jim Lang spoke of the Vision statement from Greg Van Antwerp.


Mike Muttitt spoke of an outreach to First Selectmen in order to recruit new members to the Cable Advisory Council.


Jim Lang spoke of the coverage of elections in other municipalities. This will be discussed more at the July meeting.
